In November 2020, the City of Winston-Salem passed a resolution to reach 100% renewable energy by 2050. With the Biden Administration setting the stage for new federal programs to fund and support climate action in local cities, Piedmont Environmental Alliance is urging the City of Winston-Salem to act now to develop a Climate Action Plan that addresses: 1.) Greener building codes 2.) Improved public transportation 3.) Skills training & infrastructure 4.) Low-carbon manufacturing

Dear Members of City Council,

I am writing to you today to ask you to develop a comprehensive Climate Action Plan. The development of this plan will allow the City of Winston-Salem to move more quickly on goals to reach 100% renewable energy and could allow Winston-Salem to be the first North Carolina city to achieve this important benchmark and others. With new opportunities for federal funding set to become available, Winston-Salem should plan in advance to take full advantage of these opportunities. This Climate Action Plan should address four key areas, where opportunities for funding may come available soon:

1. Greener Building Codes
The Biden Administration has promised new funding opportunities to support stricter building codes in local cities and provide job training to expedite this transition. Winston-Salem should act now to develop a plan for adopting stricter building codes and setting measurable goals for green job creation in the next 5 years.

2. Improved Public Transportation
With new funding for improving local transportation systems on the horizon, Winston-Salem should create a plan to mitigate urban sprawl and cut vehicle emission through increased public transit options. Improvements should also aim to make the system more effective, accessible, and equitable for residents.

3. Skills Training & Infrastructure
Winston-Salem should follow national leadership in working to develop partnerships with Forsyth Tech and locally-based corporations to contribute to the growing clean energy economy by incorporating skills training into infrastructure investment planning.

4. Low Carbon Manufacturing
The Biden administration has signaled that they will work to fund a transition to a low-carbon manufacturing approach. Winston-Salem should develop a plan now to prioritize public-private partnerships with businesses that adopt these standards early and ensure that all manufacturing companies in the city have the opportunity to meet new standards.
